Caravan Club

Centre
1. Name
The
centre will be called “Caravan Club Lincolnshire Centre”, hereinafter called
the Centre, and will be affiliated to “The Caravan Club”.
2. Aims and objectives
The
aims and objectives of the Centre will be:

To promote and develop caravanning throughout
Lincolnshire.

To provide sites suitable Rally
venues suitable for Caravan Club Members.

To provide for the furtherance of youth education in and promotion of
associated outdoor activities.
-
To co-operate with local, national or international bodies, and to
foster friendship and harmony by the furtherance of these objects.
-
To ensure a duty of care to all members of the Centre and its visitors.
-
To provide all its services in a way that is fair to everyone.
3. Membership
-
Members MUST be current members of The Caravan Club and registered to
the Lincolnshire Centre.

The Centre shall consist of officers, committee and the members.
-
Membership of the Centre shall be open, and not unreasonably restricted
on the grounds of sex, race, political, religious or other opinions, to
any person in the area who is prepared to accept and support the
objectives of the Centre.

In accepting membership, a person agrees to abide by the constitution
and rules of the Centre and the rulings of the Centre’s committee.
4. Membership fees
-
The Caravan Club will set membership fees annually.
-
Fees will be paid: annually to The Caravan Club.
5. Officers and committee of the Centre
The officers of the club will be:

Hon Secretary
iv.
Hon Treasurer
v.
Rally secretary
Committee

This will consist of members of the centre and be a minimum of one (1) and a
maximum of ten (10).
·
Specific requirements for each allocated post shall be outlined in the Terms
of Reference for that post.
·
Officers and committee will be elected annually at the Annual General
Meeting.
·
All officers and committee will retire each year but will be eligible for
re-appointment.
·
No more than two members of a family may serve at any given time on the
Centre committee, with the exception of a separate full membership.
6. Committee rules.
The club will be managed through the Centre Committee consisting of:

All elected officers and committee. Only these posts will have the right to
vote at meetings of the Centre Committee.
·
The Centre Committee will be convened by the Secretary of the club and held
no less than 6 per year.
·
The quorum necessary for the transaction of business at Committee meetings
will be: 5.
·
Every question at a meeting of the committee shall be determined by a
majority vote of the members present and voting, every member shall have one
vote. In the event of equality
of votes, the Chair of the meeting shall have a casting vote.
·
The Centre Committee will be responsible for adopting new policy, codes of
practice and rules that affect the organisation of the centre.
·
The Centre Committee will have powers to appoint sub-committees as necessary
and appoint advisers to the Centre Committee as necessary to fulfil its
business.
·
The Centre Committee is empowered to take disciplinary action against any
member who in the opinion of the Committee is guilty, either directly or by
persons for whom he/she is answerable of any conduct at any of the Centre’s
functions prejudicial to the good repute of the Centre.

The Centre Committee will be responsible for taking any action of suspension
or discipline following such hearings.
7. Youth Committee

Should a youth committee be formed it shall comprise of:

Committee
·
This will consist of family members of the centre and be a minimum of one
(1) and a maximum of ten (10).
Each member must have the permission of his or her parent or guardian.
·
Specific requirements for each allocated post shall be outlined in the Terms
of Reference for that post.
·
Officers and committee will be elected annually at the Annual General
Meeting.
·
All officers and committee will retire each year but will be eligible for
re-appointment.
·
A nominated member of the centre committee will supervise this committee.
·
The age of those serving on this committee will be within the range 11 – 18
years old.
8. Finance
-
All club monies will be banked in an account held in the name of the
Centre.
-
The Centre Treasurer will be responsible for the administration and
management of the finances of the Centre.
-
The financial year of the Centre will end on 31st December.
-
An audited statement of annual accounts shall be submitted to the
Caravan Club prior to 31st March and will be presented by the
Treasurer at the Annual General Meeting.

Any cheques drawn against club funds should hold the signatures of to
two of the authorised signatories.
9. Annual General meetings

The Centre Secretary will give notice of Annual General Meetings.
Not less than 56 clear days notice to be given to all members.
·
The AGM will receive a report from officers of the Centre Committee and a
statement of the audited accounts.
·
Notification of any motion to be discussed must be received by the Secretary
35 days prior to the AGM
·
Nominations for officers of the Centre Committee must be received by the
Secretary no later than noon 14 days prior to the AGM.
·
Elections of officers and committee are to take place at the AGM.
·
All members have the right to vote at the AGM.
·
The Centre Committee has the right to call Extraordinary General Meetings (EGMs)
outside the AGM. Procedures for EGMs will be the same as for the AGM.
10. Discipline and Appeals
·
All concerns, allegations or reports of poor practice/abuse relating to the
behaviour of Centre members should be presented and submitted in writing to
the Secretary.
·
The Centre Committee shall have the power to take appropriate disciplinary
action against any Centre member and shall have the authority to terminate
the membership of any member found guilty of conduct deemed to be to the
detriment of the Centre.
·
The outcome of a disciplinary hearing should be notified in writing to the
person who lodged the complaint and the member against whom the complaint
was made within 7 days of the hearing.
·
There will be the right of appeal to the Centre Committee following
disciplinary action being announced. The committee shall consider the appeal
within 28 days of the Centre Secretary receiving the appeal.
11.
Dissolution
·
A resolution
to dissolve the Centre can only be passed at an AGM or EGM through a
majority vote of the membership attending.
·
In the event
of dissolution, any assets of the centre that remain will become the
property of The Caravan Club.
12. Amendments to the constitution
·
The
constitution will only be changed through agreement by majority vote at an
AGM or EGM.
13. Other rules and regulations
·
This
constitution is in addition to the Bye Laws of The Caravan Club
and Regulations Governing Centres.
These Bye Laws and Regulations will take precedent in case of
dispute.
14. Declaration
·
The Lincolnshire Centre hereby adopts and accepts this constitution as a
current operating guide regulating the actions of members.
